Christopher Savoie is the latest person to become involved in a parental abduction case between a foreign person and a Japanese person. Christopher Savoie is an American man who was married to and had two children with a Japanese woman named Noriko Savoie. They were married in America, had their kids in America and lived in Tennessee. After the divorce, Noriko Savoie became depressed and often talked about how much she wanted to go back to Japan. She threatened to take the children to Japan a number of times, including sending an email in which she wrote, "I am on the edge of a cliff. I am having more difficulty staying here. It's very hard to watch [the] kids becoming American and losing [their] Japanese identity." Christopher Savoie became alarmed.
He had a good reason to be alarmed, because parental abduction is not a crime in Japan. Once the abducted children reach Japanese soil, there is nothing that the foreign parent can do to get them back. When Noriko Savoie tried to get passports made for the American children, Christopher went to court to ask the judge to prevent the children from being taken to a country that doesn’t recognize Hague Convention international child abduction laws. His request was denied, and sure enough, what he feared would happen actually happened.
His children were abducted to Japan by his ex-wife Noriko Savoie. When Noriko Savoie got the passports for her children, Isaac (8) and Rebecca (6), she took them to Japan for a summer vacation. Everything seemed fine, and she brought them back to America at the scheduled time. What Christopher Savoie didn’t realize was that during the summer vacation, Noriko had enrolled her children to start Japanese school and had made all the other necessary preparations for her children to move to Japan permanently. One week after getting back to America, the children were abducted by Noriko while they were walking on their way to their first day of school. That day, Christopher Savoie got a call at work from the elementary school, saying that his children never arrived at school.
Japan is one of the few developed countries not to recognize the Hague Convention bill on international child abduction that was passed in 1980. Once the children get to Japan, they are beyond Hague Convention law. Basically, the Japanese government sanctions what essentially amounts to kidnapping. Noriko Savoie is wanted by police in America for child abduction, but in Japan, what she did isn’t seen as a crime.On the contrary, it is Christopher Savoie who now sits in a Japanese jail.

Some new facts about the case have come to light that make Christopher Savoie look like a terrible person. It turns out that the kids were not born and raised in America. They were born and raised in Japan. Christopher Savoie may even actually have a Japanese passport. He went to university and lived his life in Japan. He and his wife Noriko Savoie were estranged for years before Christopher decided to move back to America. When he moved back to America, he rekindled a romance with his old girlfriend (his new blonde wife who is always on the TV and should stop giving so many TV interviews since she’s not really a part of this) and then apparently tricked Noriko to move to America and start over with him. When Noriko arrived, he served her with divorce papers and was able to get dual custody of the kids. He knew that if they had divorced in Japan, he would not be able to have custody of the kids. Noriko became so upset that she later abducted the kids and you know what happened.
June 08 – Noriko comes to America with kids.
Before October 08 – Husband begins divorce proceedings. Fearing that the wife would return to Japan has a Tennessee court confiscate the passports of the two kids.
January 09 – Divorce finalized. Custody agreement states that she must live and raise her children (who were born and raised to this point in Japan) in Franklin, Tennessee. (WTF?)
February 09 – Wife begins citing difficulty adapting to life in America. Husband uses her complaints in effort to gain sole custody and is denied.
April 09 – Passports returned to kids.
Summer 09 – Japan vacation.
August 09 – Wife comes back to America shortly and then escapes back to Japan with kids.
They both sound completely selfish and I only feel sorry for the children.

What you forget is that Christopher holds a Japanese Passport. He contradicts himself in that regard. He became Japanese but wants his kids to lose all of there Japanese culture. Something is off about this guy.

That's so heartbreaking. Personally I don't understand how people can act this way. I understand her becoming depressed etc, but to completely take the children away from their father that obviously loves them...that's insane.

I've read elsewhere that Noriko Savoie went to Tennessee in June 2008. Divorce proceedings there started soon after that.
I don't know how I feel about this. Who is the US to say that these kids need to live in the US? This man lived in Japan and married a Japanese woman. His kids are half Japanese. Why should his wife be forced to live in the US if she wants to see her kids? Why shouldn't he move to Japan?

Fukuoka police department says that he drove to the school where the kids go to and waited untill they show up then drugged them into the car and took off in front of Noriko (mother) crying and screaming. She reported to police and he was caught and taken to police station but not in jail. It is such a wrong information what media is telling that he is jailed. He is just a suspect of the abduction and not a criminal in jail. Obviously under the investigation, he will be free.
To me, what Noriko did (flew to Japan with children) and what Christopher did (tried to take the kids back to the states) are the same. They both wanted to have the children to be with them in the country where they are from. Noriko was under arrest but wasn't caught and Christopher was caught. That is the only difference.

Based on court records and interviews that are out there with people who know the couple, they were married in Japan, had their kids in Japan, and were living permanently in Japan. He became a Japanese citizen. Their marriage broke down about 3 years ago, she tried to get a divorce but he wouldn't agree. In 2008 he suddenly moves to Tennessee, where his apparent college sweetheart was living, hooks up with her then convinces Noriko to move with the kids to the States to "patch things up". She gets off the plane, and he hits her with divorce papers. Meanwhile his mistress files for divorce from her husband (yes, they were both committing adultery). Everyone gets divorced, he marries his newly-single mistress, and his ex-wife and kids are now stuck in a country they've never lived in. If Noriko went home, she'd have to leave the kids behind.
I'm not saying what Noriko did was right, but I can sure as hell understand it and sympathize with her. Christopher is a real bastard.
I think you and a lot of your commenters are missing the point. Part of the agreement that she maintains custody is that she would remain in the U.S. so that he could play a part in the raising of his children. When she ran away, she took that away from him, and more importantly, the children. This isn't about U.S. identity vs. Japanese identity. It's about one parent stealing children away from another.

My ex gave us permission to live in the UK as did the court in Arkansas, then faced with back child support, he decided that he wanted the kids back in the US, so he made a drama of epic proportions, posted our pictures on missing chidlren's sites, went to court and told them that the didn't know where we were and got a custody order and an arrest warrant for me. We are still living in the UK and cannot go back to the US because of his tyrade. There are unscrupulous people out there that will do whatever underhanded thing they can to get what they want. Mr Savioe is one of them.

What I found off putting is the original joint custody ruling in U.S. where this Japanese wife is forced to agree to live in U.S. or lose her children who never lived in U.S. before. This ruling appear to be biased for father at the detriment of everyone else.
Before this incident, I, a Japanese male, was quite sympathetic to the plight of fathers whose children were "kidnapped" to Japan or elsewhere. I would have supported Japan singing up to the Hague convention.
After this incident, I'm having a second thought. The Hague only has an effect of enforcing the original custody ruling whatever the merit of the ruling.
For fathers who lost their kids to Japanese wife, the publicity this case is getting may not be what they needed. The circumstance of the divorce as well as the way he gamed the American court system appear to be quite dishonourable. They are not going to sign up to the Hague for this.
My question is , why is the Department of Justice not bringing charges of kidnapping and flight to avoid prosecution charges against her? She clearly kidnapped her children against court orders and went across international borders to avoid being caught. This is no different than thousands of other parental abduction cases in the U.S. everyday, when they cross state lines the FBI finds them and extradites them back to the state they fled from.
Japan has an extradition treaty with the U.S. Placing her in custody would cause the father to become thier primary care giver. Once she is back in the U.S. to face charges for what she is done their would be no reason to keep the children in Japan any longer.
In international cases regarding parental rights/obligations in cases of family rupture the US State Department time and again shows a total lack of backbone. The children have DOUBLE CITIZENSHIP and are entitled to contact with both parents. Japan's sexist bias towards the woman's role in the family needs to change. We are in the 21st century for goodness sake. As to which parent is right or wrong does not matter. Have each parent surrender their passport upon entering the country to ensure they do not abduct while assuring their right and obligation to PARENT the children.
I really think the last comment is an emotionally charged irrational statement. First, it ails to identify the fact that Japan is a completely different country with different traditions. I do not think that Japan is bias toward woman. It is just a law in Japan that one parent gets sole custody of the children. This is no uncommon in other Asian countries. And it is wrong to force our cultural ideals on a country. This type of imperial arrogance is the exact reason why US is very looked down upon by other countries in the world. I am not saying what is going on is right, but if the situations were switched, you can't tell me that an American mother wouldn't want to raise their children in the US if the husband has been cheating and deceiving. I think the kids should get the choice of where to love. If they have lived in Japan most their life, maybe they would prefer to live there because of friends and family in that country. Anyways, I guess what I want to say is that we should not jump to conclusions based on what we hear in the media. There are always two sides to a story and if people become enraged because of something they read like this, then they are not thinking in a rational manner and are portraying themselves with cultural dominance.
Here's a little insight into what Mr. Savoie has just gone through from someone who did time in the very same jail as Savoie did. The crime may be different, but the judicial process and treatment is for the most part the same.

There is now way in hell that Christoper Savoie owns a Japanese passport. The Japanese do not issue passports to anyone who is not of Japenese descent.
There is always more to the story, any story than what one party presents. In Jerry Gilliam's story, he does not state that he refused to pay hospital bills if the mother didn't sign authorization for him to travel with the baby. He doesn't state that he took a nursing 2 month old infant from her mother and lie to her that he was still in the PI when in fact he was on a plane to the US. Four days after arriving filed for divorce and full custody. Knowing the mother had no financial resources to fight in US courts, or even a passport to travel to the US, he fully intended to keep the child from the mother and raise her alone. When she attempted to come to the US, Mr. Gilliam claimed 'fraudlent marriage', which could have banned her from entering the US for life. She was able to appear in US court, US Courts decided the child's home state is the PI, releasing the mother and child to return to PI for PI courts to decide on custody. Mr. Gilliam has made it clear is he unwilling to compromise on a visitation, for him it's all or nothing. The loser in this case is the child.
Hello "Anonymous" Why don't YOU tell the whole story!!!! The mother had a VISA interview appointment in Manila and decided NOT to go and end our marriage because she wanted to go to school as a care giver and she signed a consent to travel at the US Embassy in Cebu and there is NO WAY that you can be forced to sign a document inside the Embassy standing before a US Consulate, this was signed a week before I left to the States with my child. Now seeing you know so much about this topic why didn't you also include that the mother is also fugitive here in the Philippines for not showing up in court with the baby in the pending custody case and now has two (2) warrants of arrest issued by the court without BAIL... As for not paying the hospital bill before she signed the consent to travel LOL she must have had a miracle birth as the 1st consent to travel was signed a month before the baby was even born as she already told me she was not going to come to the States and I could take the baby back so I told her that I would not come to the Philippines until she gave me a consent to travel for I wouldn’t be wasting time and money coming to pick up my child and then have her change her mind…. So nice try to make me out as the bad guy....
Mr. Jerry Gilliam, what you state here in this and the other post contradicts statements in you court filings. So that only means one thing..... As for the 'fugitive' aspect of your story, when was your wife served papers to appear in court? Everyone knows that you can buy judges, police and others in the PI, as you have admitted doing. I do not need to make you out to be the bady guy, you do that yourself.

Jerry you can pick-up the baby on November 28 that will be saturday at my mom's house and to get also her stuff and I will pick her from you on December 27...Since you do not want me or yaya (babysitter) to be around the baby, then this is her everyday routine:
She will brush her teeth in the morning when she wake-up around 6-6:30am
She will take her breakfast at around 7 am and take her shower a couple of minutes later. (Lukewarm water for her shower not too hot for the baby skin)
And ready for her morning nap after taking shower. Morning nap will be observe because sometimes she do not like and do not force her to sleep because you will just fight.
If she take her morning nap then when she wakes-up give her a biscuit or a fruits as her morning snack.Do not give her candies or junkfoods.
Her lunch time will be 12 noon after her lunch around 1pm she will take her afternoon nap.
And give her a snack like bread or cookies, and juices.
She will take her dinner around 6pm and then she will take (a lukewarm water for) her shower. She should be in bed around 7pm because that is her bedtime....

The kids were not "born and raised in Japan". Isaac (Daisuke) was born in Palo Alto California. Even their "time in Japan" is misleading. They only went to English speaking international schools in Japan.

I knew Chris from his time in Fukuoka. Everything he does has an angle or a scam to it. He thought that getting Japanese nationality would allow him to dodge U.S. taxes. He lied to the Japanese government re his intentions about his citizenship. He later lied to the U.S. regarding his intentions to. He would joke with people about how he had found a loophole that allowed him the best of both worlds. He has been cheating on women even before he was married. In Japan, he did this primarily via prostitutes in Tokyo while on business trips. When he was on overseas business trips, is was with his high school sweetheart, Amy.
Chris was an absentee father, spending more time on the road than with his kids and ex-wife. It was only when Amy came into the picture that Chris tried to get the kids for her, hoping that over time Noriko would crack in TN and return to Japan without the kids, defeated by cultural differences and the U.S. Law which would keep her kids in the U.S. no matter what.
His previous company in Japan, GNI, was a paper only (never made any product or money) scam that never did anything and was a failure. His current company is legit but is a failure as it makes something you can do for free.
Chris is the villain here folks. It's ironic that Chris chants the mantra of "the best family is one with both parents" when that father schemed to replace the biological mother for the mistress with cultural psychological mind games and foreign legal boundaries.
The kids are far better off with their mother who loves them than with their father whose true motivation for wanting his kids is to appease his mistress now wife.
Great Dane: not true. Naturalization to Japanese is possible, albeit difficult. I should know. I've done it. It's a long process that takes years of residency and months of paperwork, but it can be done.
The one thing that can't (or rather, isn't supposed to) be done, though, is be a dual JP/US citizen. Being born dual is one thing. Voluntarily naturalizing to Japanese is another.
Christopher glosses over how he acquired Japanese nationality (he took an oath to the Japanese Constitution) and how he's still an American because it's a legal gray zone.
Especially considering that he was arrested in Japan as a Japanese citizen, international rules say that Japanese laws take precedence over American laws (their turf, their citizen, their laws). He was really lucky (thanks to international PR) Japan was so lenient with him.
He did't break any laws in Japan because of the law there. Everyone knows this by now. The US press did't help him and probably made it worse for him. That is why they let him go. They had no proof of any crime. As for nationality who cares if someone has dual nationality? I do. I have three as a matter of fact because my mother is Jewish. There are many Americans with dual nationality. It is only Japanese stupid laws that disallow it. This is only a big deal for people who live in Japan or Japanese people who live in such a stupid backwards country that hides things about killer cars, kidnaps kids, kills dolphins and makes child pornography legal. So not allowing dual nationality like most modern countries is just one of the minor silly ways that Japan is stupid. I mean, no visitation after a divorce? How messed up is that? Who would ever want to live in some place like that? This man just got wise to it.
As for affairs, where's the proof? You only seem like a jealous acquaintance of the guy and refuse to post under your own name. We females see right through that. Not that we defend such behavior but anyone can say those kinds of things anonymously on the internet. But then again, who cares about that? Everyone in the west knows what kind of degenerates Japanese people are when it comes to sex. That's the whole point. Their laws are stupid there and even worse than not allowing dual nationality for dual national children. How cruel and racist and stupid! And misogynistic. That is why I am guessing you are a man not a woman writing this garbage.
My own personal conclusion as a mother who has had her kids abducted to Mexico and therefore feel for this guy: you are probably one of them (japanese man) or you live in Japan because you think just like stupid xenophobic sneaky people that is the Japanese. Look at Toyota and the dolphins. Some things never change. Shame on you to support such a country. I hope you are not an American because American laws have been broken here and your support of that is like treason. I don't know why I spent such time communicating with such a pig but I know what it feels like to be in the shoes of a parent who has lost her children to kidnapping.

Some here are saying Chistopher is a scum for cheating. Well, hold on a second. They were estranged. I can't call it cheating when a man and woman are divorced everywhere but on a piece of paper. I don't hold it against him and I would not hold it against her if it were her. It changes things if they were estranged because of cheating, but we don't know that. We don't how they got estranged, but it very well could be completely her fault.
Chris does seem like a total dirt-bag though. But lets be clear about the reasons: He was born a U.S. citizen. He had no choice in that. But, by choice, he becomes Japanese. Then backs out of that? Turncoat. Then he gets his estranged wife to come to America on promises of making up...then gives her divorce papers as means to grab the kids? He tried to kidnap the kids twice and first! The first time was through lies and abuse of the legal system. Kidnapper. It also seems he had intended to marry the other woman all along. Liar.
Those my friends are what make him a scum. Estranged people having lovers only makes them human.

Just imagine if the US changed the law that allowed one parent in a fit of unjustified rage run into the arms of a dirtbag lawyer and accuse the father of violence, denying access to his children for years. This is a COOKBOOK to Japan's Child abduction. Child Abduction Lawyers in Japan, have a method of falsely accusing the husbands without a shred of proof and denying access to see the children for YEARS!!!!! and in many cases never until the child learns independently that the father is looking. And who ever says she is a fox, must be the biggest dirtbag of all.
I remember reading that Chris Savoie was complaining about paying child support because he didn't have a job. His reason for this was because there weren't that many jobs for his field in Tennessee. He said all the good job opportunities were in the North east. Yet, he brought Noriko and the kids to Tennessee. This is entirely because of AMY. Afterall, she had her own divorce and custody issues keeping her in Tennessee. Christopher Savoie's primary reason for moving the family to Tennessee was so he could be with Amy. The kids were secondary to this.
I feel sorry for the children...because their father is such an idiot.
